What is CPD and Why Does It Matter?

Continuing Professional Development (CPD) is the ongoing, structured process by which professionals maintain, enhance, and extend their knowledge, skills, and competence throughout their careers. For members of the Chartered Institute of Leadership and Governance (CILG), CPD is not optional — it is a professional obligation and a condition of continued membership at all grades above Student.

The CILG CPD Framework is designed to ensure that every CILG member remains competent, current, and effective in their professional practice. In the rapidly evolving fields of leadership and governance, where regulatory environments, organizational structures, stakeholder expectations, and best practices change continuously, commitment to CPD is a fundamental expression of professionalism.

The CILG CPD Framework aligns with internationally recognized CPD standards, including those of the CPD Certification Service (CPDUK), the International Professional Development Association (IPDA), and comparable requirements of globally accredited and internationally recognized professional bodies.

3.2 CPD — Leading Professional Bodies

The CILG CPD Framework is benchmarked against globally recognized and accredited leading professional bodies:

  • Aligned with the CPD Certification Service (CPDUK) — the global benchmark for professional learning verification and accreditation.
  • Consistent with the International Professional Development Association (IPDA) framework for structured professional development.
  • Benchmarked against the CPD standards of globally accredited chartered and professional bodies in governance, leadership, and management.
  • Recognized internationally as meeting the CPD standards applicable to senior practitioners across leadership, governance, and organizational management disciplines.
Aligned with CPDUK · IPDA · and globally accredited professional body standards.

Annual CPD Requirements

CPD obligations differ by membership grade. The table below sets out the annual hours required, the format of evidence, submission deadlines, and the audit risk applicable to each grade.

Note: CPD hours are measured as verifiable professional learning hours. Passive attendance at an event counts as CPD; active facilitation or speaking at an event counts at 1.5× the hours. Teaching, writing, and mentoring CPD activities have specific counting rules — see Section 3.6.

Qualifying CPD Activities

CILG recognises six categories of qualifying CPD activity. Each carries specific counting rules and evidence requirements, as set out below.

3.4.1
Formal Learning Activities

Formal learning activities are structured, provider-delivered educational experiences with defined learning outcomes. These typically account for the largest proportion of a member's CPD hours. Examples include:

  • Attendance at CILG-approved courses, seminars, masterclasses, and training programs
  • Completion of additional professional qualifications or award programs (at CILG or other recognized bodies)
  • University courses, executive education programs, or professional certificates
  • Structured e-learning modules with verified completion records
  • In-house training programs with demonstrable learning outcomes
Hours counting rule: 1 hour of formal learning = 1 CPD hour.
Evidence required: Certificate of completion or attendance confirmation from the provider.

Professional Events and Conferences

Attendance at professional events provides exposure to current thinking, best practices, emerging issues, and peer perspectives. Examples include:

  • CILG Annual Conference, Regional Chapter Events, and Professional Forums
  • External professional body conferences hosted by internationally recognized professional bodies
  • Board governance seminars, executive roundtables, and leadership summits
  • Industry-specific governance and compliance events
Hours counting rule: Maximum of 10 CPD hours per year from conference attendance alone (to ensure breadth of CPD activity).
Evidence required: Conference registration confirmation or attendance badge/certificate.

Work-Based Learning

Structured learning arising from professional practice — provided it is deliberate, reflects on outcomes, and extends competence beyond routine activity. Examples include:

  • Undertaking a significant new professional project outside one's existing expertise
  • Serving as a board member, trustee, or governance advisor for the first time in a new context
  • Managing a major organizational change or transformation program
  • Shadowing or secondment in a new professional context
  • Research assignments or professional investigations
Hours counting rule: Work-based learning is self-assessed; maximum of 15 CPD hours per year from work-based learning. A reflective account is required explaining what was learned and how it extends professional competence.

Self-Directed Learning

Independent reading, research, and reflection that meaningfully extends professional knowledge. Examples include:

  • Reading professional journals, governance reports, policy papers, and academic research
  • Following regulatory updates, legislative changes, or governance code revisions
  • Studying case studies of governance and leadership in practice
  • Listening to professional podcasts or watching verified professional development webinars
Hours counting rule: Maximum of 10 CPD hours per year from self-directed learning. Requires a reading/reflection log with dates, sources, and brief notes on learning outcomes.

Teaching, Writing, and Knowledge Contribution

Contributing to the profession through the creation and dissemination of professional knowledge carries enhanced CPD value. Examples include:

  • Writing articles for CILG's Journal of Leadership and Governance or other peer-reviewed publications
  • Authoring books, governance guides, or professional policy papers
  • Delivering training, lectures, or workshops as a facilitator
  • Presenting at conferences or professional events as a speaker
  • Contributing to CILG technical committees or working groups
Hours counting rule: Writing and presenting activities count at 1.5× preparation and delivery time (e.g., 4 hours of preparation for a workshop = 6 CPD hours).
Evidence required: Publication record, program confirmation, or committee minutes confirming contribution.

Mentoring and Coaching

Mentoring and coaching junior professionals is a key professional obligation at Associate grade and above, and counts as formal CPD:

  • Formal mentoring of a CILG Student, Affiliate, or Associate member: up to 8 CPD hours per year per mentee (for a minimum 12-month structured mentoring relationship)
  • Formal executive coaching sessions (as coach): up to 6 CPD hours per year
  • Participation in CILG's formal Mentoring Programme as a mentor is automatically verified in the CPD portal

What Does NOT Count as CPD

The following activities do not qualify as CPD hours under the CILG CPD Framework:

Routine day-to-day work tasks and normal job duties

Social or networking activities without a structured learning component

Entertainment or hospitality events

Volunteer activities with no professional learning dimension

Unverified or unrecorded learning (where no evidence can be produced)

Activities completed before becoming a CILG member (except where recorded as part of an exemption application)

Recording, Submitting, and Managing Your CPD

All members are required to record their CPD activities using the CILG CPD Online Portal and submit their Annual CPD Return by 31 January each year.

1 3.6.1 The CILG CPD Portal

All members are required to record their CPD activities using the CILG CPD Online Portal, accessible via the CILG Members' Portal. The portal allows members to:

  • Log CPD activities in real time, categorized by activity type
  • Upload supporting evidence documents (certificates, confirmation emails, reflection notes, publication records)
  • Track progress toward the annual CPD target
  • Generate CPD Returns for submission at year-end
  • View CPD records for preceding years
  • Receive automated reminders and alerts regarding CPD deadlines

2 3.6.2 The Annual CPD Return

Members must submit their CPD Return by 31 January each year, covering CPD activities undertaken in the preceding calendar year (1 January to 31 December). Late submissions without prior approved deferral are subject to the following consequences:

1–30 days late Written warning issued; member placed under 'CPD Notice'
31–90 days late Membership suspended pending submission; member placed on the CPD Defaulter Register
Over 90 days late Membership lapsed for CPD non-compliance (without response to CILG communications)

Portfolio Requirements by Grade

Each membership grade carries specific portfolio submission requirements. These escalate in depth and scope from Affiliate through to Fellow, reflecting the seniority and professional responsibility of each grade.

  • Peer Review component: CPD portfolio must be reviewed by one other FCILG Fellow, who provides a one-page assessment for submission alongside the portfolio
  • Mentoring evidence: log of mentoring activity completed during the year
  • Contribution statement: evidence of speaking, writing, committee participation, or other profession-building activities

The CPD Audit Process

CILG operates a random CPD Audit process to ensure the integrity of the CPD system. Members selected for audit receive written notification and are required to submit their complete CPD Portfolio (including all evidence documents) within twenty-one (21) days.

The audit is conducted by two CILG CPD Auditors (MCILG or FCILG designates) who assess whether the recorded CPD activities are genuine, verifiable, and appropriate. The auditors may request additional documentation or a brief clarification call.

Outcomes of CPD Audit

Pass

No action required; member notified in writing.

Pass with Recommendations

CPD return is accepted but the auditors provide guidance on improving future CPD quality or balance.

Refer

Specific activities require further evidence. Member given 21 days to provide additional documentation.

Fail

CPD return is found to be materially deficient, misleading, or fraudulent. The matter is referred to the CILG Professional Standards Committee for investigation and potential disciplinary action.

CPD Deferral and Membership Renewal

3.8 CPD Deferral and Special Circumstances

CILG recognizes that members may face exceptional circumstances — including serious illness, bereavement, maternity/paternity leave, or significant personal crisis — that prevent them from meeting CPD requirements in a given year. In such cases, members may apply to the CPD Committee for a CPD Deferral.

A CPD Deferral suspends the CPD requirement for up to twelve (12) months. A deferred year does not count toward the member's CPD compliance record; the member's CPD clock simply pauses. Applications must be submitted before or within sixty (60) days of the CPD Return deadline, with supporting documentation.

3.9 CPD and Membership Renewal

Annual membership subscription renewal is conditional upon CPD compliance. Members who have not submitted a compliant CPD Return for the preceding year will not have their membership renewed until the CPD obligation has been met.

The CILG system automatically flags non-compliant members at renewal.

Approved CPD Provider Register

Pre-Verified CPD Providers

CILG maintains an Approved CPD Provider Register — a list of organizations whose programs, courses, and events are pre-verified as qualifying CPD activities. Members attending events or completing programs from CILG-Approved Providers have their CPD automatically verified without requiring individual evidence submission.

Organizations wishing to be listed as CILG-Approved CPD Providers may apply to the CILG CPD Committee. Approved status is reviewed annually and may be withdrawn if standards fall below the required level.

CPD hours from Approved Providers are automatically verified in the portal — no individual evidence submission required.
