Purpose of the Membership Framework

The CILG Membership Framework provides a structured, transparent, and professionally credible pathway for individuals to progress through levels of recognized professional standing in the field of leadership and governance. Each membership grade reflects a distinct stage of professional development and carries with it specific rights, responsibilities, and expectations.

Membership of CILG is a mark of professional distinction. It signals to employers, colleagues, clients, and the public that the holder adheres to the highest standards of leadership and governance practice, is committed to continuous professional development, and operates within the CILG Code of Professional Conduct.

CILG Code of Professional Conduct

All CILG members at every grade are bound by the CILG Code of Professional Conduct, built upon seven foundational principles.

The Code sets out the professional obligations, ethical standards, and behavioral expectations of members. Compliance with the Code is not merely an aspiration — it is a condition of membership.

  • Competence: Maintaining and developing skills and knowledge relevant to one's professional role
  • Accountability: Accepting responsibility for professional actions and decisions

Grade 1: Student Member
Designation: SCILG | Entry to the CILG Professional Community

Overview

Student Membership is the entry-level membership grade of CILG. It is designed for individuals who have formally enrolled in the CILG qualification framework and are actively pursuing their professional development in leadership and governance. Student membership is a gateway to the CILG community, providing access to study resources, student events, and the CILG mentor network.

Eligibility Requirements

Student Member (SCILG) — Eligibility Criteria
  • Be a minimum of 18 years of age
  • Have enrolled in and paid for at least one CILG qualification module at Level 1 or Level 2
  • Submit a completed CILG Student Membership Application Form
  • Pay the applicable Student Enrollment Fee (USD 50, one-time)
  • Agree to and sign the CILG Code of Professional Conduct (Student version)
  • No prior academic qualification or professional experience is required

Student Membership is maintained through active module enrollment. Student Membership automatically upgrades upon completion of the relevant qualification level; an upgrade fee of USD 200 applies for transition to Affiliate.

Grade 2: Affiliate Member
Designation: AffCILG | Emerging Professional

Overview

Affiliate Membership recognizes individuals who have demonstrated a foundational level of professional knowledge in leadership and governance. Affiliates are emerging professionals who have completed the CILG Certificate qualification or who bring relevant professional experience that aligns with CILG's competency standards.

Affiliate Member (AffCILG) — Eligibility Criteria

Route A — Qualification:

  • Successful completion of the CILG Certificate in Leadership and Governance (Level 2)
  • Current CILG Student Membership in good standing

Route B — Professional Experience:

  • Minimum three (3) years of professional experience in a leadership, governance, management, or administrative role
  • Submission of a CV and Professional Experience Summary (500 words)
  • Approval by the CILG Membership Committee

Both Routes Require:

  • Completed Affiliate Membership Application Form
  • One professional referee (current or recent employer, or CILG member at any grade)
  • Payment of Affiliate Upgrade Fee: USD 200
  • Signed CILG Code of Professional Conduct (Affiliate version)

Grade 3: Associate Member
Designation: ACILG | Qualified Professional in Leadership and Governance

Overview

Associate Membership is the first fully qualified grade of CILG and represents a significant professional achievement. The ACILG designation is awarded to candidates who have completed the CILG Diploma in Leadership and Governance (Skills Level) and demonstrated the ability to apply professional knowledge in real organizational settings.

Associate Member (ACILG) — Eligibility Criteria

Route A — Standard Qualification Route:

  • Successful completion of the CILG Advanced Diploma in Leadership and Governance (Level 3)
  • Minimum two (2) years of relevant professional experience (verified)
  • Submission of a Professional Competency Reflection (2,000 words)
  • Current CILG Affiliate Membership in good standing

Route B — Experience and Prior Learning Route:

  • Minimum five (5) years of progressive professional experience in leadership, governance, or management
  • Completion of approved Level 3 modules (after exemptions, if applicable)
  • Submission of a Professional Experience Portfolio
  • Interview with the CILG Membership Committee

Both Routes Require:

  • Two professional references (at least one from an ACILG or FCILG designate)
  • CPD compliance: minimum 20 CPD hours during Affiliate membership period
  • Employer verification letter on organizational letterhead
  • Payment of Associate Upgrade Fee: USD 300
  • Signed CILG Code of Professional Conduct (Associate version)

Grade 4: Full Member
Designation: MCILG | Senior Qualified Professional

Overview

Full Membership is the senior professional grade of CILG below Fellowship. The MCILG designation is awarded to professionals who have demonstrated sustained excellence in leadership and governance practice at an advanced level. Members are recognized as experienced senior professionals whose judgment, expertise, and leadership command respect within the profession.

Eligibility Requirements

Full Member (MCILG) — Eligibility Criteria

Route A — Standard Qualification Route:

  • Successful completion of the CILG Executive Diploma in Leadership and Governance (Level 4)
  • Minimum five (5) years of relevant professional experience, of which three (3) must be senior-level
  • Passed Viva Voce (oral assessment, 45 minutes) before two CILG Assessors
  • Advanced Professional Portfolio (3,000–4,000 words, six competency domains)
  • Current CILG Associate Membership in good standing

Route B — Senior Experience Route:

  • Minimum ten (10) years of senior professional experience in leadership or governance
  • Board-level or C-suite experience of at least five (5) years
  • Completion of approved Level 4 modules
  • Executive Leadership Portfolio with verifiable evidence of governance impact
  • Panel Interview with the CILG Senior Membership Committee

Both Routes Require:

  • Two professional references from MCILG or FCILG designates
  • CPD compliance for preceding two years (30 hrs/year minimum)
  • Completion of CILG Professional Mentoring Review with an approved CILG Mentor
  • Payment of Full Member Upgrade Fee: USD 500

Grade 5: Fellow
Designation: FCILG — Chartered Professional in Leadership and Governance | The Highest Honour

Overview

Fellowship is the pinnacle of CILG membership and the most prestigious recognition the Institute confers upon individual members. The Fellow designation (FCILG) is awarded to those who have demonstrated exceptional mastery across the full breadth of leadership and governance practice, who have made a meaningful contribution to the advancement of the profession, and who exemplify the values and standards of CILG.

The conferral of FCILG carries with it the Chartered Professional title, placing FCILG holders in the same standing as other internationally recognized chartered professionals.

Fellow (FCILG) — Eligibility Criteria

Route A — Standard Professional Qualification Route:

  • Successful completion of the CILG Chartered Professional in Leadership and Governance (Level 5), including Professional Capstone and Oral Defense
  • Current Full Membership (MCILG) in good standing for minimum three (3) years
  • Minimum eight (8) years of relevant professional experience; five (5) in a senior or executive role
  • Executive Leadership and Governance Portfolio (5,000 words)
  • Fellowship Interview before a panel of three FCILG Fellows (60–90 minutes)
  • Full CPD compliance for preceding three consecutive years
  • Evidence of active mentoring of at least one junior CILG member; mentoring log required
  • Endorsement by two (2) existing FCILG Fellows who are not employer or family member
  • Payment of Fellowship Upgrade Fee: USD 700

Route B — Exceptional Professional Achievement Route:

Overview

The Honorary Fellowship of CILG is the highest honor the Institute bestows. It is awarded exclusively by the CILG Board of Governors, without application, to individuals of exceptional distinction who have made extraordinary contributions to the fields of leadership, governance, public service, or organizational development.

Membership Upgrade Policy

Procedures, requirements, evidence standards, timelines, and conditions governing progression through CILG membership grades.

Purpose, Scope & General Principles

Membership upgrade is not automatic. Completion of a qualification creates eligibility to apply — it does not confer the grade. Members must formally apply, submit evidence, pay the upgrade fee, and receive written confirmation from the CILG Registrar before the new designation may be used.

General Principles Governing Upgrades

  • All membership upgrades are subject to approval by the CILG Membership Committee
  • Applications are assessed on qualification completion, professional experience, CPD compliance, ethical standing, and referee endorsement
  • The CILG Registrar maintains sole authority to confer, withhold, suspend, or revoke membership grades
  • A member may not hold or use a designation above their confirmed membership grade at any time
  • All evidence submitted must be authentic, current, and verifiable — submission of false or misleading information constitutes a serious breach of the Code
  • Upgrade fees are non-refundable once an application has been formally submitted and assessed
  • Declined applications may be appealed to the CILG Appeals Committee within thirty (30) working days

Upgrade Process — Step by Step

  1. Eligibility Self-Assessment

    Consult the CILG Membership Upgrade Checklist (available on the CILG Members' Portal) to confirm eligibility for the target grade. Contact Membership Services for a free pre-application eligibility consultation where uncertain.

  2. Submission of Application

    Submit to the CILG Registrar's Office:

    • Completed CILG Membership Upgrade Application Form
    • Certified copies of all relevant CILG qualification certificates
    • Current curriculum vitae (CV)
    • Professional Experience Statement (format per target grade — see Section 1.5)
    • Completed and signed CPD Return for the preceding period
    • Signed referee declaration forms from all required referees
    • Proof of identity (government-issued photo ID)
    • Payment confirmation of the applicable Upgrade Fee
  3. Application Review

    The CILG Membership Committee reviews all upgrade applications within thirty (30) working days of receipt of a complete application. For Full Member and Fellowship upgrades, the Viva Voce and Professional Entry Interview are scheduled during this review period.

  4. Decision and Notification

    The Registrar communicates the Committee's decision in writing within five (5) working days. Outcomes: Approved (new designation effective immediately), Deferred (gaps identified; one free resubmission within 12 months), or Declined (full written reasons; 30-day appeal right).

  5. Conferral and Certification

    Upon approval, the CILG Registrar updates the Official Membership Register. New Membership Certificate issued within fifteen (15) working days. Fellowship conferral is announced at the CILG Annual Conferment Ceremony unless postal conferral is requested.

SCILG → AffCILG (Student to Affiliate)

  • Qualification: CILG Level 2 Certificate + full transcript
  • Experience: Not mandatory; 500-word Professional Summary for Experience Route (min. 3 years)
  • CPD: Not mandatory; declare any CPD undertaken as evidence of commitment
  • Referees: One professional referee; family members not accepted
  • Fee: USD 200; signed Code of Conduct (Affiliate version)

AffCILG → ACILG (Affiliate to Associate)

  • Qualification: CILG Level 3 Diploma + full transcript
  • Experience: Minimum 2 years verified professional experience; employer verification letter on organizational letterhead
  • Written submission: Professional Competency Reflection — 2,000 words demonstrating how Level 3 learning has been applied in a real professional context
  • CPD: Minimum 20 CPD hours recorded and submitted via CILG portal

ACILG → MCILG (Associate to Full Member)

  • Qualification: CILG Level 4 Advanced Diploma + Viva Voce result

Backdating Policy: Membership upgrades take effect from the date of formal written approval by the Registrar. Backdating of a membership grade or post-nominal designation is not permitted under any circumstances.

Use of Post-Nominal Designations

  • Post-nominal designations are the intellectual property of CILG and are licensed to members in good standing only
  • Designations may be used on business cards, email signatures, LinkedIn profiles, CVs, and letterheads
  • Format must follow CILG style: 'John Smith, MCILG' — not 'John Smith (MCILG Member)' or any variation
  • Use of a designation above one's confirmed grade is a disciplinary offence
  • Members whose membership has lapsed or been suspended must immediately cease all CILG post-nominal use
  • Misuse by non-members is a legal matter and will be referred to CILG's legal representatives

Annual Membership Subscription Fees

Subscription Policy: Subscriptions fall due on 1 January each year (or anniversary for mid-year joiners). Thirty (30) day grace period applies. Membership is placed in 'Lapsed' status after 44 days of non-payment. Lapsed members may not use CILG post-nominals. Monthly/quarterly installment options available for Associate and above — apply to Membership Services.

Hardship, Waivers & Concessionary Fees

CILG Hardship Fund

For current CILG members facing genuine financial hardship. Maximum award: 100% of annual subscription or 50% of an upgrade fee for one year. Application is confidential, via the CILG Secretary-General. Maximum of two (2) grants per member in any five-year period.

Low & Middle-Income Country (LMIC) Concession

Members resident in World Bank-classified low- or middle-income countries receive a 50% reduction on both upgrade fees and annual subscriptions. Applied automatically on application. Qualifying countries reviewed annually in line with World Bank classifications.

Early Career Concession

Members in professional employment for fewer than three (3) years at time of application for Affiliate or Associate Membership receive a 25% reduction on the applicable upgrade fee. Evidence of employment start date required.

Armed Forces, Government & Non-Profit Concession

Members in active military service, full-time public sector government, or full-time employment at registered non-profit organizations receive a 20% reduction on annual subscriptions at all grades. Verification required annually at renewal.

Continuing Professional Development (CPD) Framework

CPD is a professional obligation and a condition of continued membership at all grades above Student. Annual deadline: 31 January for the preceding calendar year.

CPD Hour Counting Rule: Passive attendance = 1 CPD hour. Active facilitation or speaking = 1.5x the hours. Teaching, writing, and mentoring have specific counting rules (see below). CPD hours are measured as verifiable professional learning hours — not calendar time.

CPD Recording, Audit, Deferral & Approved Providers

The CILG CPD Portal

All members record CPD activities using the CILG CPD Online Portal (via the Members' Portal). The portal supports: real-time activity logging by type; uploading evidence documents; progress tracking toward annual targets; generating CPD Returns; and automated reminders for CPD deadlines.

Late Submission Consequences

  • 1–30 days late: Written warning issued; member placed under 'CPD Notice'
  • 31–90 days late: Membership suspended pending submission; placed on CPD Defaulter Register
  • Over 90 days (no response): Membership lapsed for CPD non-compliance

CPD Audit Process

Members selected for audit receive written notification and must submit their complete CPD Portfolio within 21 days. Two CILG CPD Auditors (MCILG/FCILG) assess genuineness and verifiability. Outcomes: Pass / Pass with Recommendations / Refer (additional evidence required within 21 days) / Fail (referred to Professional Standards Committee for investigation).

CPD Deferral — Special Circumstances

Members facing exceptional circumstances (serious illness, bereavement, maternity/paternity leave, or significant personal crisis) may apply for a CPD Deferral, which suspends the requirement for up to twelve (12) months. Applications must be submitted before or within sixty (60) days of the CPD Return deadline, with supporting documentation.

CILG-Approved CPD Providers

CILG maintains an Approved CPD Provider Register. Members attending events or completing programs from CILG-Approved Providers have their CPD automatically verified without requiring individual evidence submission. Organizations may apply to the CILG CPD Committee; approved status is reviewed annually.

The ethical standards, professional obligations, and behavioral expectations governing all CILG members at every grade, in all professional and public contexts.

The Seven Principles of CILG Professional Conduct

Membership of CILG is a voluntary choice. In accepting membership, every member makes a solemn commitment to uphold and be bound by this Code. Compliance is not merely an aspiration — it is a condition of membership.

Principle 1
Integrity
Members shall act with honesty, truthfulness, and moral courage in all professional dealings.
  • Be truthful in all professional representations, including CVs, reports, and communications with CILG
  • Not misrepresent qualifications, experience, or designations to any employer, client, or public body
  • Not engage in, facilitate, or conceal fraud, corruption, or financial misconduct
  • Maintain confidentiality of information entrusted in a professional capacity
Principle 2
Competence
Members shall maintain and continuously develop the knowledge, skills, and professional capability required to perform their roles to the highest standard.
  • Only undertake work for which they possess or can reasonably acquire the necessary competence
  • Meet CILG CPD requirements in full each year and maintain an accurate, verifiable CPD record
  • Seek further learning, mentoring, or specialist advice when facing challenges beyond current expertise
  • Not allow CPD to become a box-ticking exercise — CPD must represent genuine professional learning
Principle 3
Accountability
Members shall accept personal responsibility for their professional decisions, actions, and advice.
  • Take personal responsibility for the quality, accuracy, and consequences of professional advice and decisions
  • Not misattribute work or deflect blame for professional failures to colleagues or subordinates
  • Cooperate fully with any CILG investigation, audit, or compliance review
  • Promptly disclose to CILG any matter affecting fitness to practice, including criminal convictions or regulatory sanctions
Principle 4
Transparency
Members shall be open, clear, and honest in professional dealings, avoiding or fully disclosing conflicts of interest.
  • Disclose any actual, potential, or perceived conflict of interest before undertaking work or at earliest opportunity
  • Not accept gifts or hospitality above a nominal value (USD 50 where no organizational policy exists) without declaration
  • Be transparent about the basis for professional opinions and the limitations of analyses
  • In public or quasi-public roles, support the public's right to access organizational governance information
Principle 5
Respect & Inclusivity
Members shall treat all individuals with dignity, fairness, and respect, and actively promote diversity and inclusion.
  • Treat all individuals with fairness and respect regardless of age, gender, race, ethnicity, nationality, religion, disability, or sexual orientation
  • Not engage in, condone, or fail to challenge discrimination, harassment, or bullying in any professional context
  • Actively promote inclusive practices and diverse board composition in organizational and governance roles
  • Support psychological safety — creating conditions where people feel safe to speak up and contribute fully
Principle 6
Professional Independence
Members shall exercise independent professional judgment, resisting undue influence and maintaining objectivity.
  • Form and express professional opinions based on evidence and sound judgment — not on the preferences of employers, clients, or stakeholders
  • Resist undue pressure to produce reports or opinions that misrepresent facts or reach pre-determined conclusions
  • Document and escalate concerns where being pressured to act improperly; contact CILG Ethics Helpline if needed
  • Maintain independence appropriate to governance oversight roles in accordance with applicable codes and laws
Principle 7
Stewardship of the Profession
Members shall actively contribute to the advancement, reputation, and integrity of the leadership and governance profession and of CILG.
  • Uphold the reputation of CILG and not bring the Institute into disrepute
  • Support and mentor less experienced professionals and members
  • Participate constructively in CILG's professional activities — committees, consultations, publications, and events
  • Report in good faith concerns about another CILG member's serious breach of the Code to the Professional Standards Committee

Conflicts of Interest, Social Media, Ethics Helpline & Disciplinary Procedures

Categories of Conflict of Interest

  • Financial: Personal financial interest in a matter on which the member is providing advice or making a governance decision
  • Relational: Close personal, family, or social relationships with parties who stand to benefit from the member's decisions
  • Competitive: Simultaneous advisory or employment relationships with competing organizations without disclosure and consent
  • Reputational: Prior endorsements or published opinions that prevent objective assessment of a current matter
  • Positional: Multiple governance roles creating contradictory accountability relationships

When a conflict arises: Identify → Disclose in writing → Seek guidance → Recuse if necessary → Document.

Social Media and Digital Communications

  • Statements made on social media in a professional capacity — or referencing CILG membership — are subject to the same standards as formal communications
  • Members shall not use social media to share confidential information, make defamatory statements, or engage in personal attacks
  • Members shall not use CILG post-nominals on social media profiles without ensuring membership is current and in good standing
  • Unprofessional conduct that brings CILG or the profession into disrepute may constitute a breach of the Code, even if posted in a 'personal' capacity

For members facing ethical dilemmas, wishing to report a concern about a colleague's conduct, or requiring guidance on the application of the Code.

All communications are treated in strict confidence. Members seeking guidance (not reporting a breach) may contact anonymously. Formal reports require identification; CILG will not disclose the reporting member's identity without consent except as required by law. Response within five (5) working days.

Investigation and Disciplinary Procedures

The CILG Professional Standards Committee may open a formal investigation upon receipt of a complaint from any member, employer, client, or member of the public; information arising from CILG's regulatory functions; a self-referral; or information from a criminal prosecution or regulatory finding.

Right of Appeal: Sanctioned members may appeal the Finding and/or Sanction to the CILG Appeals Committee within thirty (30) working days of written notification. The Appeals Committee operates independently of the Professional Standards Committee. Its decision is final and binding.

Member Declaration

By accepting membership of the Chartered Institute of Leadership and Governance (CILG) at any grade, every member makes the following declaration:

Member Declaration

  1. I have read, understood, and agree to be bound by the CILG Code of Professional Conduct in its current form and as amended from time to time.
  2. I will maintain my professional competence through compliance with the CILG CPD Framework applicable to my membership grade.
  3. I will pay my CILG membership subscription fees when due and will promptly notify CILG of any change in circumstances that affects my membership eligibility.
  4. I understand that any misrepresentation of my qualifications, experience, or membership grade is a serious breach of the Code and may result in removal from the CILG Register.
  5. I accept that CILG has the authority to investigate complaints about my professional conduct and to impose sanctions, up to and including permanent removal from the Register, where a breach of the Code is established.
  6. I commit to upholding the reputation of CILG and the leadership and governance profession at all times.
